Solution
run the $ORACLE_HOME/rdbms/admin/execsqlt.sql script
SQL> @$ORACLE_HOME/rdbms/admin/execsqlt.sql
PL/SQL procedure successfully completed.
PL/SQL procedure successfully completed.

It worked for me too. Had no idea how it was dropped in the first place.
Nice Solution .. but i had different scenario of not getting SQL statement in repository itself .. this solution help ..
